About Me
I am a native of Colombo who was enlisted to the Sir John Kotelawala Defence Academy (KDA) in 5 Oct 1988. After successful completion of training, I was commissioned as a Second Lieutenant and posted to Corps of Sri Lanka Engineers on 05 Oct 1990 and I obtained my degree in Mechanical Engineering from KDA on 05 Dec 1991. I initially served as a Troop Command of 51 Field Squadron, 5 Field Engineer Regiment in an infantry role, then Squadron Command in Field and Plant Squadrons in operational areas for 7 years. Started demining in first time in the country for resettlement of Internally Disperse Personnel (IDPs) at Chavakachcheri area - 1999/2000, after regaining the same during operation KINIHIRA. Actively participated all major operations except operation JAYASIKURU. Officer Commanding Bomb Squad in Colombo – 2008. Commanded two Engineer Regiments for 5 years. Held two Director appointments simultaneously at Defence Headquarters Complex (DHQC) and Army Headquarters. Presently, I am serving as the Director, Construction Management Unit (CMU) of DHQC Project since 18 Aug 2017.

Career Experience
- Director - Construction, from 31 August 2017 to present at Construction Management Unit, Defence Headquarters Complex Project. Construction work of Defence Headquarters Complex using military personnel who possess high degree of both practical and theoretical knowledge of their respective trades. The project estimate cost is LKR 65 Billion (USD 325 Million). Ensure the design quality standard for the construction and timely accomplishment of the project. Convey regular feedback to the Director General - Project Management Unit on the progress as well as on the difficulties.
- Director - Management & Maintenance, from 08 Nov 2019 to 29 Dec 2022 at Directorate of Management & Maintenance, Army Headquarters. Planning forecasting and forwarding of requirements for maintenance including equipment. Advise the staff on professional engineering and associated matters pertaining to repairs and maintenance through respective directorates. Supervise verification reports about all functioning systems and forecasting logistics back up. Liaise with all internal and external authorities with regard to the matters on management and maintenance in building of Army headquarters. Professional competencies of addressing areas of Building Maintenance are HVAC Systems, Budgeting, Building Security, Preventative Maintenance, Standards Compliance, Manpower Oversight, Training, Needs Assessment, Accident Prevention, Interior Maintenance, Emergency Management and Supervision. Selected achievements of Building Maintenance Management are implemented a preventative maintenance system, hence economically manage of MVAC and electricity systems, introduced a series of building security systems which prevents from fall-ins and break-ins, devised a unique staff training system, which is considered 40% more effective than the previous one, develop maintenance strategies in order to keep building operations running smoothly, plan, organize and supervise maintenance and repairs performed by the building staff, respond to members’ complaints in order to ensure their comfort and cleanliness and safety.
- Colonel Cord, from 28 December 2013 to 17 July 2016 at Headquarters Chief Field Engineer. Coordinating of all engineer matters such as Earth moving task, Road construction, EOD disposal and building construction to fulfill the requirements of Chief Field Engineer.
- Commanding Officer (CO), from 25 Mar 2011 to 27 Dec 2013 at 4 (V) Engineer Regiment Rathmalana. As a Commanding Officer involved in early stage of designing of all infrastructure and buildings which were given to the unit. Preparation of plans/BOQs for all capital expenditure project proposals and preparation of cost estimates for all kind of projects lies with CO. During the tenure as CO, Significant projects had been completed. Those were Royal MAS arena, Royal College Colombo 07, Sports Complex, Sirimawo Bandaranaike Vidyalaya, Colombo 07, Road Network (10 km) of Karagasthenna, Swimming Pool and club house, Army camp Maththegoda, 10 Houses project at Diyathalawa, Three storied building at Dharmayathanaya Colombo 07 and 9000 Steps of Rajamawatha Adams Peak.
- Commanding Officer (CO), from 01 Jan 2009 to 24 Mar 2011 at 5 Field Engineer Regiment SLE. Providing Combat Engineer support to the formations and under command sub-units, in these prime tasks including Plant Engineering, handling of Explosive Ordnance Devices (EOD), Field Engineering support during humanitarian operation and peace time. In detail, these categories includes surveying, control demolition, underwater demolition, road constructions, water supply, repair and maintenance of all type of earth moving machines under the plant engineering, also bridging, Humanitarian Demining clearance in North http://archives.sundayobserver.lk/2009/11/01/sec04.asp and other field construction works. These jobs were carried out having 05 x Squadron of strength (15 Officers and 600 Other Ranks) in the Regiment. Further assisting rehabilitation and resettlement projects entrusted by Army and the Government.
- Officer Commanding, from July 2008 to Jan 2009 at Combat Field Engineer Sub Unit - United National Peace Keeping Operation – Haiti, UNMO - MINUSTAH, Contingent - 8th Contingent – SRIBAT. Combat Engineers are in direct support of military operations and thus come under the direct tasking authority of the Contingent Commander. Combat Engineering requires the capability to deploy military engineer personnel and equipment on short notice into what may be hostile and dangerous environments. The engineer sub unit is expected to provide obstacle crossing (including gap and river) and route clearance and provide limited capacity to repair roads, airfields and landing zones in direct support to the mission operations. Sub unit, capable of conducting Counter Explosive Threat activities including but not limited to EOD and demining operations. Construction Engineers are mission military enabling assets are under the tasking authority of the Contingent Commander.
- Officer Commanding, from 17/12/2007 to 01/06/2008 at EOD Squadron based in Colombo. Bomb Disposal and EOD Support to all Districts of the Country. (Excluding North & East) The tasks had been experienced are Conventional munitions disposal (CMD) activities, Improvised explosive device disposal (IEDD) activities, Carry out reconnaissance, identification, field evaluation of EO including IEDs, Respond to, identify, render safe and dispose of EO, Provide immediate EOD reports to the EOD Coordination Cell (EODCC), Provide technical advice and assistance, Conduct and/or support EO accident or incident investigations and Conduct awareness programs about IEDs for school children / officials of Government Departments.
- 2 in Command, from 02/08/2005 to 25/07/2007 at 1 Field Engineer Regiment SLE - Jaffna. Operation, administration, planning, coordinating, executing of all combat engineering tasks and also act as Commanding Officer in absent of Commanding Officer.
- Officer Commanding, from 2000 to 2005 at Plant Engineer Squadron of 1 Field Engineer Regiment SLE – Jaffna. The squadron was deployed in Jaffna peninsula. Earth moving or earthworks is a major application of a plant engineering squadron. The squadron consist of all type of plant machineries to do the earth works. Earth moving involves digging, grading, and moving earth. Excavating, landscaping, moving large amounts of earth are the main tasks of plant squadron. As an Officer Commanding is responsible for perform all type of the earth moving tasks and also responsible for repair and timely maintenance of machines. Maintain the log book is prime concern for jobs as well as for the maintenance of machineries.
Career Achivements
- In recognition of the performances of engineering task in Humanitarian Operation in 2008/2009, I was awarded with Rana Wickrama Padakkama (RWP) and Rana Sura Padakkama (RSP) gallantry medals from 57 Division and 58 Division respectively.
